OPEC Recruits IT Development Coordinator

OPEC, recruits IT Development Coordinator, whose objective is to supervises the IT Development Group and its Staff, delegates and coordinates tasks, and ensures effective teamwork. Further, he/she ensures reliability and availability of the OPEC Database, the OPEC Intranet and related applications.

Within the Research Division, the Data Services Department collects, retrieves and provides statistical data as support to the research and analytical studies in the other RD Departments and other activities of the Secretariat. The Department also develops up-to-date IT applications and database systems, and provides specialized relevant documents and references. The Department thus has the responsibility of a central, timely provider of reliable up-to-date data, documentation and information pertaining to oil markets in particular and energy markets and related issues in general, as well as rendering IT development services.

Main Responsibilities:

1. Plans, develops, organizes, coordinates, and supervises the activities of the IT Development Group.
2. Carries out system analysis and feasibility studies for new applications.
3. Determines system specification and provides outlines for system design.
4. Develops standard procedures for implementation of new systems and provides guidelines for system development and standard system development procedures.
5. Develops new applications and provides reviews on related technology.
6. Provides reviews and analysis on various subjects and carries out other assignments as required.
7. Provides user support.
8. Administers and provides software packages, licenses, and subscriptions of data publications.

Required Competencies and Qualifications:

University degree (advanced degree preferred) in Computer Science, Information Technology or other subjects related to Information Technology
A minimum of 10 years (8 years in case of an advanced degree)


Training/specialization:
System Analysis and Design, Relational Database, System Thinking, Feasibility Studies/ Information Architecture/ Document and Records Management Systems/ Web Content Management (CMS) Systems/ Web Technologies/ Oracle RDBMS/ Modelling/ Energy & Oil Statistics/ Energy Information System/ Familiarity with a variety of software packages
Competencies: Managerial & leadership skills, communication skills, analytical skills, presentation skills, interpersonal skills, customer service orientation, team-building skills, initiative and integrity
Language: English

Status and Benefits:

Members of the Secretariat are international employees whose responsibilities are not national but exclusively international. In carrying out their functions they have to demonstrate the personal qualities expected of international employees such as integrity, independence and impartiality.

The post is at grade E reporting to the Head of Data Services Department. The compensation package, including expatriate benefits, is commensurate with the level of the post.

    Overall Purpose of Job:

    Monitoring and evaluation of all Oando Foundation programmes.

     

    Responsibilities:

        Oversee the development and implementation of M&E frameworks for the Foundation's Programme and projects.

        Develop detailed M&E targets and indicators for ongoing or proposed projects.

        Design tools for periodic (baseline, mid-term and end of projects) evaluations and assessments to inform project design and produce timely quality reports.

        Oversee on-site project monitoring and inspection.

        Partner with Programme Managers to develop reports, formats and evaluation tools and escalate issues.

        Monitor implementation of agreed work plan by project partners and evaluate progress against agreed timelines.

        Monitor adherence to the Foundation's policies and procedures.

        Stay abreast of related community/environmental issues that may impact project implementation and promptly escalate to the Oando Foundation Director and relevant Programme Manager.

        Review and analyse project partner reports.

        Prepare detailed implementation reports for the Oando Foundation Director.

        Monitor adherence to the Foundation's policies and participate in the periodic review of the operational policies and procedures in line with leading practices and recommend improvement opportunities.

        Carry out Performance Management activities for M&E Officer and relevant volunteers.

        Perform any other duties as assigned by the Oando Foundation Director.

     

    Key Performance Indicators:

        Degree of adherence to agreed quality standards.

        Number of unresolved identified project issues/constraints.

        Adherence to the Foundation's policies and procedures.

        Success rate of implemented projects as well as number ofscheduled projects implemented.

        Number of scheduled project completed.

     

    Personal Specification:

        A first degree in economics, statistics, sociology or any relevant discipline from an accredited university.

         Master's degree in a relevant discipline will be an added advantage.

        Eight (8) years work experience for a development agency or non-profit organisation with at least five (5) years at a managerial level in M&E.

        Demonstrated ability in the use of onsite/field M&E quantitative andqualitative methods and managementinformation systems.

     

    Preferred Competencies:

        Ability to think strategically and holistically.

        Strong critical thinking and analytical skills.

        Strong resource planning and utilisation skills.

        Strong organisation skills and attention to detail.

        Strong communication and writing skills

        Ability to prioritise and multi-task effectively
